Strategies for Strengthening MSMEs Through Community Development and Empowerment: A Case Study of Central Halmahera Regency
Abstract
Despite driving regional economic growth, mining activities do not necessarily generate inclusive local development, particularly for MSMEs in surrounding communities. This study aims to identify the forms of Community Development and Empowerment Program (PPM) strategies used to strengthen MSMEs in the mining communities of Central Halmahera Regency, Indonesia. A qualitative case study was conducted using observations, interviews, questionnaires, and document analysis involving 25 purposively selected informants. Data were analyzed using the Miles, Huberman, and Saldaña interactive model with thematic content analysis and triangulation. The findings identify five main strategies: capacity-building training, capital and business-facility assistance, business mentoring, market-access support, and company-MSME partnerships. These strategies provided initial benefits but remained constrained by limited mentoring continuity, follow-up financing, market expansion, and institutionalized partnerships. The study provides practical evidence that the five strategies should be implemented as an integrated business-development pathway. Conceptually, it offers a framework linking company support, MSME capability, market access, and business independence.
